That is a good question to ask Jamie. There might be some valid responses like "The best medical advice at the time said we should do this" but I really don't think such an excuse should stick. There have been crisis in the past and the country, never mind the globe, didn't just shut down as the consequences would have been almost certain to be worse.

I don't think this is just a Republican thing though Jamie, or even a Democrat thing. Corruption and bad management cross all political boundaries.

Just take the case of the UK Parliament when we had Boris Johnson as Prime Minister. He was full of Right Wing Idealism, even when Covid made it's first appearance, but then Boris went the full commie overnight almost. He threw all of his "free market capitalism" idealism out the window like it was a piece of garbage.

Beyond weird if you ask me.
