The document includes a diagram of the munition and lays out the technical issue the weapons are experiencing as well as the proposed fix.
Standard engineering practice.

Something doesn't perform as expected.

Identify fix.

Implement fix.

Test fix.

Deploy fix.

Get data on whether fix improved performance or not.

Rinse and repeat.

All this takes time, of course, but given that this war will probably last well into next year, there will be plenty of opportunities to fix and improve things.
