NATO Seeks Deal With China Over ‘Responsible Use’ of Military AI

The North Atlantic Treaty Organization is pushing to develop shared universal standards for new technologies, following up on an AI strategy agreed among the alliance’s members that outlines principles for responsible use.

“The next step would be to engage with China, both on these values and principles but also to perhaps agree on some rules of the road for responsible use,” Stoltenberg told a NATO conference on arms control and disarmament by video link. He added his staff was in regular contact with their counterparts in capitals including Beijing.

Leaders of the 31-member military alliance agreed last June that China is a “systemic challenge” as allies grow increasingly conscious of the security threat Beijing poses in a variety of arenas, particularly in the long term. The NATO chief has repeated warnings about China’s efforts to build up its military and nuclear weapons, as well as what he has described as bullying behavior toward its neighbors and efforts to control critical infrastructure while spreading disinformation about the alliance.

“We don’t regard or assess China as an adversary but China poses some challenges to our interests, to our NATO values and to our security,” Stoltenberg said Tuesday. “That makes it even more important to engage with China because we see they are investing in new modern capabilities, long-range missiles, more than tripling the number of nuclear warheads in a few years.”

Stoltenberg said it would be in China’s interest to provide more transparency about their nuclear arsenal, including with verifiable limits. “China should be willing to sit down and engage in more arms control agreements, including limits on their number of nuclear warheads,” he said.

Officials from more than 60 governments including the US, China and South Korea met in February in The Hague to discuss the ethical and legal consequences of using AI in the military. Two days of wide-ranging discussions resulted in dozens of governments signing a “call to action” which acknowledged the responsibility humans have when deploying AI in the military.

Somethings make me suspect Team China is not-behind in AI, because of mathematics, computer science, and number of graduates in such topics.

In the meantime am dubious of the idea that Team China is short of capital such that Team USA capital makes any difference.

US Should 'Immediately' Cut Off Flow Of American Capital To Chinese AI Firms, Rep. Gallagher Says

Rep. Mike Gallagher (R-Wis.), chair of the House select committee on China, has called for the United States to immediately cease funding companies in China that are developing artificial intelligence (AI), the technology bringing about worldwide transformation and disruption.

Gallagher, a U.S. Marine combat veteran, who has been out front in publicizing and pushing legislation to nullify the threat China and its ruling Chinese Communist Party (CCP) pose to America, is asking for this financial pipeline to be shut down as some of the biggest and most powerful American venture capital (VC) firms, either directly or indirectly, are making significant investments in Chinese AI enterprises.

The representative also makes this request as global business and thought leaders—among them technology moguls Elon Musk, Apple co-founder Steve Wozniak, and Pinterest co-founder Evan Sharp—have publicly called for a pause on AI development because of the risks and dangers it poses if not checked and not controlled.

“In recent months, we have seen revolutionary advances in artificial intelligence in America, but we are still neck and neck with the Chinese Communist Party when it comes to this critical technology, which could determine geopolitical dominance in the 21st century,” said Gallagher in a statement he sent to The Epoch Times.

“While serious questions remain about the right guardrails to put in place around AI in America, we know that the CCP will use this technology to further repress their own citizens and export their model of techno-totalitarian control around the world. The most obvious next step is to immediately cut off the flow of American capital to Chinese AI companies.”

Prominent American-based VC firms with global reach and that are funding companies in the Chinese AI sector include Tiger Global Management, Silver Lake, and IDG Capital. Sequoia Capital China, an affiliate of Sequoia Capital headquartered in Silicon Valley, backs Chinese AI companies. Money originating in America helps fund the Chinese VCs, Qiming Venture Partner and Matrix Partners China, that hold stakes in the China AI industry.

Referring to Sequoia Capital, Gallagher said: “Surely Sequoia can find other ways to make money than financing freedom’s end.

The Threat of the CCP and AI

Members of Congress, from both parties, are sounding the alarm on the danger of the United States funding AI development in a country ruled by the Chinese Communist Party (CCP), a growing adversary to the United States, and which is acting increasingly menacingly to its neighbors in the Pacific.

FedNow is not related to a digital currency. FedNow is a payments service the Federal Reserve is making available for banks and credit unions to transfer funds. It is like other Federal Reserve payments services, such as Fedwire and FedACH. The FedNow Service is neither a form of currency nor a step toward eliminating any form of payment, including cash.
The FedNow Service is an instant payments service provided by the Federal Reserve, launching in July 2023. FedNow will be available to depository institutions, such as banks and credit unions, in the United States and will enable individuals and businesses to send instant payments through their depository institution accounts. Instant payments allow individuals and businesses to send and receive payments within seconds at any time of the day, on any day of the year, so that the receiver of a payment can use the funds almost instantly. ?

The Federal Reserve has made no decision on issuing a central bank digital currency (CBDC) and would only proceed with the issuance of a CBDC with an authorizing law. Testifying before the House Financial Services Committee in March 2023, Chair Powell said a central bank digital currency is, “something we would certainly need Congressional approval for.”
