the sky is falling That was my initial reaction too .. If I was reading him correctly; the real danger is the high probability that someone will soon build an unboxed Artificial General Intelligence that can self-learn .. A pause and some enforceable guidelines for future development seem to be in order in this space .. Much like we don't allow just anyone to procure weapons grade radioactive isotopes or intentionally alter human DNA ..
