Not true, doctors can prescribe off label all they want to.
That's not true, either.

While doctors technically can prescribe off-label, they face serious consequences when things go wrong.

Either that, or Dr. Conrad Murderer should not have suffered any consequences for prescribing the sleeping medication that ultimately killed Michael Jackson.
