The CIA supported Bin Laden and his guerillas in their fight against the Soviet Union in Afghanistan. After the Soviet Union withdrew from Afghanistan, the US supported a more moderate government, the Muhadeen.

So, what's your point? The Taliban was alive and well, well before the CiA used them against the Soviets.
