pups and small dogs can normally be taken onboard if they fit in a doggie carry on under your seat.

I agree with you. I used to spend a lot of time in airports and have seen many dogs coming out of transport crates totally disoriented and covered in shit and pee. Not a pretty picture. In fact ugly enough that I would never even consider shipping an animal. There are many horror stories of crates getting onto the wrong flight or missing a connection.
