Only if you are too poor to save and/or invest; it's very regressive.
Years of "progressive" taxation has only served to increase the gap between rich and poor. It has been an immense failure.

If you want the closest thing to a "wealth tax," tax property.

And if you believe that the American economy is too focused on consumption over production, tax consumption, not production.
