I believe the federal budget is too focused on cutting spending, and not enuf on increasing income.

Spending (actual): $3.982T

Revenue (actual): $4.896T
Spending (actual): $6.272T

Over five years, annual tax revenue went up by $1.5T, but annual spending went up by $2.3T.

I don't know why you think ANYONE is Washington is focused on "cutting spending," because their track record reflects the complete opposite. Spending increased by leaps and bounds.
