Convicted bad guys aren't permitted to carry guns, even tho they do. Previously unknown bad guys, like most mass shooters, are fairly unrestricted in some states, and PUBGs in California can drive to unrestricted Arizona if they want to buy guns just like the Russian bad guys are using to kill Ukrainians in a war.
