The point is clear to me.

There has to be a budget/debt ceiling passed into law in order for debt no to be questioned as valid.
No there doesn't. The debt had already accrued legally and is due for payment. There's no reason, other than previous stupid constitutionally illegal legislation that paying the bills requires some kind of "debt ceiling law" to be passed.
