Certainly it does. Until his appeals are final, he doesn't have to pay her a penny.

I believe with civil cases the money must be placed into escrow in order to file an appeal.

Certainly it does. Until his appeals are final, he doesn't have to pay her a penny.
He hasn't even been granted an appeal yet. It's arrogant to assume that he'll even get one, much less get the decision overturned.
