Mostly symbolic, but I think sanctuary laws also prevent local and state agencies from sharing resources and/or cooperating with INS.
Then it's not just symbolic, but rather an active effort to aid and abet illegal immigration.

If the Democrats actually believed in enforcing immigration law on the books, they'd be sharing resources and cooperating with ICE.

Instead, they actively hamper ICE's efforts, thereby wasting federal resources, all because they believe in keeping anyone (legal or "undocumented") who successfully crossed the border.
