From that quote, I think they used 300 shares just as an example, not implying that it is some hard-coded limit. Under the new system the MMs will be able to display whatever quote size they want and they will have to execute orders only up to this size. This seems to basically extend the Actual Size Rule that is in pilot program now. Most of the time MMs still quote 1000 shares even in the stocks under the pilot and since an order up to 1000 shares will be executed automatically, I don't think this change alone will have a very significant effect.
