Christine, I do not have a secretary. I do research most of the time and my colleague is not even in this state. When I was a grad student I was a TA and a couple of my students did pursue me quite vigourously outside of the classroom. Once I was quite literally forced to spend the night at a student's place after my hand got cut by a broken bottle and she came with me and stayed until late in the morning. I could hardly ask her to give me a ride to my place when her own was around the corner. The point is that there are many ways to get bosses good will sex being just one of them (admittedly quite effective). The issue is way too murky and subtle to be properly legislated. It should fall to companies and individuals to do it. If Clinton revealed his privates by surprise then that (by itself) should be considered indecent exposure and not sexual harrassment. But if you are asking me how do I deal with it personally I will admit I do not have such an easy time of it sometimes. In part because I have not come to develop the right "signals" that will be correctly interpreted independent of how well acquainted we really. If you came to my workplace and asked around I am sure they would say I am aloof. The problem is that I am not willing to have an "office personality" and an "outside personality".
