I was surprised that this brand new technology is having problems connecting to the secondary IDE controller. Been building systems for 12 years and the only time that I've had problems with hard drives as you prescribe is when trying to marry up old technology to new, and as noted some older CD drives had to have a 1st IDE interface

This was not the case here as both were current equipment.

Any new IDE technology of today should connect to the secondary IDE interface
as well as the first IMO.

It is true that many IDE devices won't work properly when used as slaves, or with other drives. However, if the devices are designed properly, in accordance with the IDE specs, they will work correctly.

Reseller pointed out that the Zip drives do work correctly but the SparQ drives don't.
