In the end, people are just people. Humans are by no means "civilized" as you are attempting to convey the term. Although the Russians have a different culture than we do, not much separates their ability to be barbarous from our own ability to be the same. I suppose in your world, they should be just like us, eh? Or maybe they should not be so much like us after all.
