conditions leading to prior non-repayment were quite rough, exceptionally so

the 'thing' about non-repayment by all domains was invariably that the conditions leading up to and following non-repayment tended to be un-good, even as arguable whether better / worse than un-good before / after non-repayment

another 'thing' about non-repayment, is that counterparties tend to go non-pay as well, by volition or otherwise, and once reset, all triangular liabilities / assets disappear, arguably a good-good, for some but not all
