You're very right and that's a good way to describe it, e.g., a conscious or unconscious bias, such a bias is immediately built into any currently successful model being widely used and that bias itself deters others from genuine innovation and invention beyond the immediate horizon... This is always a problem when it comes to peer review of a new and innovative idea or concept, e.g., if the top level peers find the idea absurd, it doesn't automatically mean the new idea is actually absurd, it may only be so different that the peers themselves conducting the review find it personally threatening... I've actually seen this many times when it comes to very well conducted studies that were submitted to the professional journals for publication, this happens all the time... the inside peers find a new study more threatening than otherwise and therefore they reject the idea of publication of that study only because it would upset their own personal bias despite the fact the study was done cleanly and followed all the rigorous guidelines of the scientific method... Look at what happened to Galileo when he said he had proof that the earth is not the center of the universe... Look how long it took before the world at large accepted the idea that the earth isn't flat... Political agendas and ideologies today also fall into that same trap of personal bias which overrides any and all legitimate good sense and real time observations... GZ
