Next affirmative action doesn't have to mean racial quotas. I knew a woman who hired for a large project. Each weekend she'd attend a different black church, shake hands with the pastor and tell him she was hiring for XXXXX and suggest to him he should spread the word to young people in his church. That was affirmative action in the form of outreach to minorities. No racial quotas at all.
