No it's not, 10 to 1 is well know in racing circles.
1) Even that thread seems to dispute the 10:1 ratio. One of the responders quoted a 6:1 ratio, for example.

2) The thread you posted was centered around horsepower vs. inertia. But that is much different than in the context of EVs vs. ICEs, which often centers around efficiency rather than acceleration.

3) Efficiency is affected by many variables. I can't imagine rotational inertia being a major factor when it comes to efficiency. Overall weight matters more, however, because that has a directly proportional impact on friction.
