The energy is lost through the rotating mass.
That flies in the face of physics. You don't lose energy that way. Conservation of momentum still applies.

The only way you lose energy is through friction. Weight does increase friction, but rotational momentum does not.

The reason why you drill holes in flywheels and all that is to improve acceleration, not efficiency.
