Some are collectible but most are not. For limited editions of years past that have modest starting prices, say $100-300 the most valuable are those unworn, NIB in mint condition boxes like certain collectible toys. That's still true of the pricey one in your picture but those are much higher priced to start. Based on a quick scan that is a G-Shock MR-G Frogman 30th Anniversary Limited Edition. The equivalent regular version of your pic is still a very high tech watch with a high asking price. Personally they are a bit too big and bulky for my liking, not that I wouldn't wear it but as a tool or work watch, the older style squarish cases are better for me. If anything, I'd love to rent that 18K gold G-Shock for a weekend... and would meet up with a few watch geek friends that would laugh or cry upon seeing me wear it, perhaps both! :-)

The tech in those highest end G-Shocks can be had for much, much cheaper in a watch, new or used. Under a $1000 new, and likely $500 or less used.

This is the Casio Oceanus line mentioned before and own these two, not my pictures. They're basically the same watch and function with titanium case and bracelet. The newer model has a sapphire bezel and the older (by a year or two) has a mother of pearl (MOP) dial. Both were sourced from Japan and bought right, used. Definitely not G-Shocks but not frail either. Will likely end up gifting one to a relative. Not my pictures.
