The title is a bit misleading. This is from the article you linked to

Apple ( AAPL) - Get Free Report shares moved lower Wednesday following a report that said officials in China have banned government employees from using iPhones, or any other foreign-made handsets, when they're doing state business.
I have a feeling that iPhones were discouraged from official use long before this report because Apple wouldn't put in a back door for governments. My guess is that this is more of a statement of the present policy out loud for the Chinese government workers. But investors/traders seeing the headline will be thinking something new is going on.
