He's talking about stock options offered to key employees and officers of the company permitting them to buy new shares issued by the company at below market prices.

This is a standard way companies reward key people. Think Microsoft and all the Microsoft millionaires as an example. Such options are especially important to employees at development stage companies where options are used as compensation in lieu of high salaries.

Since these are new shares, it does result in a certain amount of dilution for existing shareholders.

No connection to options trading on the CBOE.
