As for Newsom, he can contract with a refinery that is out of state which could provide the special gas that is required by California regulations.

The only solution is to abolish the special blends here in CA. They've been created to reduce pollution from very old cars with emission issues and as a result reduce efficiency of cars working in proper order. Any car with a functioning catalytic converter will perform the same emission-wise regardless of the special blend. Yet another CARB fiasco!
