See, that's what I'm unsure about. Is that proven, or do the "special blends" still reduce smog by a small amount, even for modern cars with modern catalytic converters?

For at least 30 years autos have essentially been emission abatement systems with a power byproduct used to propel the vehicle. That's why we no longer require smog checks with tailpipe exhaust measurements. Now you just take the car in and they verify everything is functioning correctly. As with any abatement system there will be some PPM (or less) that gets by but the levels aren't significant compared to engines with little or no abatement systems. I'm guessing in China and India the emission standards are more lax and likely the average vehicle age is quite high. Before the Beijing Olympics they shutdown nearby industry for about a month and it cleared the air nicely for the games. I'm not certain they limited traffic although that wouldn't be any surprise in China.
