I think JNPR has been gaining market share from CSCO over the years as well as recently.

Then why hasn't the stock gone up in 20 years?
Because gaining share in a shrinking market is better than losing share, but not necessarily enough to ensure earnings growth. I did not endorse JNPR either and agree - would rather buy MCHP here. I just provided some context to the CSCO vs JNPR comparison.
