The sixth commandment prohibits murder; which is defined as killing when there is no need for self-defense. It does not prohibit killing for self-defense, even killing preemptively if the danger of being murdered is imminent. The original wording is:

"Lo tir'tzak"
"You shall not murder."

If a person observes a killer in the process of murdering or planning to murder another person, one should most certainly help the victim survive. In all cases one should not hinder in any way that person's self-defense, whether preemptive or otherwise.

Israel is fighting for her life in the face of killers so violent that their actions don't even fall within the definitions of human or animal behavior. They consistently have threatened and acted on their threats. The danger is more-than-imminent; it is upon us.
