FWIW, Another possibility. Just spoke with a friend who is in contact with some Israeli high tech ex-military people. They say that the system was hacked - and instead of showing that the fence and other defenses were compromised, it continued to report that everything was fine.

Also - read this in our “usual” sources - over the past several months to years, it appeared that the relationships with Gaza were pretty stable. After many years of not allowing it, Israel started letting in up to 20,000 Gazans daily - those who were able to get jobs in Israel. So, following the “normal” Western style expectations, they were hoping that giving them jobs and incomes will further improve relations. They found work entry permits on some of the killed terrorists.
