Yes, but more accurately the cause is inequality. There has been a ton of research done on correlation between crime and inequality and they have produced consistent results. As inequality increases, so do many social ills, including crime. You will find peaceful happy people in poor pacific islands or African tribes where everyone is poor but more or less equal.

It is hell of a lot cheaper to provide daycares than prison cells.

Add in the fact that most of that 5% is concentrated in the age 16-25 demographic.
