They were content with piecemeal provocations that allowed Israel to progressively expand the illegal settlements. An attack like the rave that also involved Israelis from outside the settlements is going to result in public backlash against the government. It's public knowledge in Israel that the cycle of provocations and reprisals are orchestrated by the government.
