Nothing in your link proved that violating tort law is legal if no one got hurt.

In the state of NY, damages do not have to be proven in order for a defendant to be found guilty of fraud. It might affect the amount of damages that Trump has to pay, but it won't affect the fines or the loss of business licenses that could result from the guilty verdict (which has already been determined).
