I've always been in favour of hiring the low bidders who obviously need the money more than high bidders.

Hence Made in China was my favourite bidder for the last 40 years.

and if so, de-coupling / de-risking / friend shoring / re-shoring be net-net inflationary

Dilution is inflationary.

Changing to a high bidder will lower competing prices for other products and services as the buyers will have less money to spend on other things. And those low bidders who previously supplied will no longer be buyers. So no overall change in prices.

Dilution is all we need to consider.
