IMO it more highlights the potential if more start going this route vs. just looking at IBM itself. And you do bring up a good point on where money starts to flow in the market overall if this does take off.

That said this does start to change things from a balance sheet standpoint. Would potentially free up cash as they have no immediate cash cost for this new program outside of the one-time raise they give employees.

Could really start to see more follow IBM and replicate similar programs as they wouldn't be funneling cash into employee 401K programs. Basically the employee would get a payout when they leave but until then it seems to be an IOU on the books.
