Alper, I think that the software that categorizes IPs just uses the extension. I doubt that those that come in as IP numbers are even scored and many such hits are from foreign countries. This list was just a minimum estimate of the diversity. The same applies to the educational category. Those that come in with the edu extension are placed in that category, but many major universities come in as an IP number.
