This is a political narrative, designed to tap into the conservative psychology at the federal level. The message is if these counties were RED this would not exist. The left has it's own version of this kind of narrative.

This is how congress has a 15% approval rating and a 95% reelection rate.

This is not true, if the counties were RED the crime would still be there. Because the only reason the counties are blue is because poverty is concentrated in them. In St Louis 40% of the population live in poverty.
