US and Iran are producing more than expected, plus Panama canal congestion may be dampening exports. If you are producing more but can't ship it, the price drops (and the shipping rates rise). Which is what I see when I check the market.

US is producing record amounts of crude, China is selling boatloads of EV's and their economy is stagnant, and Europe is also not growing much.

Finally, sanctions and quotas mean nothing when they rely on the honor system.
