This means no federal laws related to Government purchases apply to OTAs. re your post: Trump was pushing for a/the vaccine (thinking it would work), but the feedback was it would take 5 or even 5-7 years to do the trials. Magically, Pfizer got the indemnification waivers, and the vaccine was delivered while Trump was still in office. Still, not the whole story. Looks like the magic was in the decision to go with military acquisition authority - which was meant for a response to BIOTERROR, primarily for use by the military. So was it BIOTERROR? Or a pangolin bitten by a bat bitten by a mosquito? Now they want to give WHO authority to do the same thing - answerable to no one, not even the military.
