The overlay announcements today are just the opening barrage in the invasion of Europe and the rest of the GSM world. As Qualcomm (and their new joint venture partner T-Mobil) demonstrate it can be done and show to operators how a variety of systems can be integrated and eventually evolved to and even more efficient/effective/economical system over the next few years, they (the operators) will be less compelled to leapfrog requiring abandoning their existing systems. The argument for making the newer ITU standard backwards compatible then becomes even more compelling.
