In all of North America the standard distribution to homes and most businesses is 240 volts L1 to L2.

120 volts between L1 and Neutral and 120 volts between L2 and the Neutral wire.

So when you look at the overhead drop from the stepdown transformer on the utility powerpole the two black insulated wires carry 240 volts between them. The bare stranded aluminum wire is the Neutral. It's at ground potential. 0 volts to ground.
