The nominal voltage spec is 240 VAC with a variance of +/- 6%. So, actual voltage can go as low as 225 VAC. That said 220 VAC is plain wrong. I doubt his claim to be an EE.

Europe, however has a nominal standard of 230 VAC, which can go as low as 220 VAC (UK’s standard). The beauty of the Euro standard is there is only one voltage, simplifying wiring in the distribution panels.
