Thanks, from what I could gather from that article, it alludes to lower performance and worse fuel efficiency with pollution controls installed. Makes sense.

That Volkswagen emission scandal of 2015 is still being seen in in other vehicle manufacturers. I am surprised that Cummins felt they had to circumvent the rules, even after Volkswagen was found out.
