I'm not sure we are understanding each because it seems to me that you are saying what I wanted to point out.

The constitution gives the states the right to use gold and silver as currency. And limits them to gold and silver. So what exactly is the need/use case for the proposed law?

The only use I can think of is to allow a competing currency with the USD. And the fact that crypto can now be the medium of delivery, removes many of the shortcomings of physical gold.

In short, if this law passes, then anyone can set up a shop in the states issuing gold backed currency.

As an important reference for why this is a big deal, look up "Liberty Dollar" (private currency). The feds won't be able to pull that kind of shit anymore without challenge by the states.
