Don' t know for sure what happened in this particular case. Often this happens when the size of the sale exceeds what the MM must buy at the market price. I believe at .27 it is 2500 shares. If sale was 5000 shares at market the MM could have bought 2500 at .27 and the remainder at .23 one could look at a trading log and see if this was the case this time.
