I'm not giving up on CA. We need to have Election Day voting and signed ballots, and check every vote for validity. That's the job of the Supervisor Of Elections. But it needs to be standardized as much as possible. For federal elections the Primaries and runoffs need to be checked, and funded as much as budgets allow. For local elections, including budget, borrowing, judges, the ID Requirement has to be looser, as set by each state. Federal Elections are the one described by the Constitution when those rules have to followed. Early voting by mail messes it up by letting "those" in the door. The Supervisor and the State Constitution set and monitor the rules.
