The Supervisor of Elections has to do his job, overseen by the Secretary Of State. It's advertising, what you could be qualified for, if you pass the Citizenship Test and are age-qualified. It doesn't mean anything goes, or votes. Some standards or qualifications are in the Federal Constitution, others in the State Constitution. The Sample Ballot has to state the qualifications to get a Sample, and to vote on the Primary Dates that year, and on the Election Day(s) that year (if more than one).
