Does your definition of "unicorn farts" include solar, hydro, geothermal, and storage, in addition to biogas? With the exception of hydro, yes. Without the Columbia and Snake River dams providing base load power, the Pacific NW would be burning lots of coal. The rest of your list is a tiny (and expensive) pissant percentage of electrical production. Of course, OR and WA had nukes a while back, but killed them all off.. But again, as far as humans controlling the weather and the climate, anyone who believes that has some screws loose between their ears..
