Eric, unless you're surrounded by mountains covered completely by snow, and all of those snow-covered hills are angled perfectly to reflect all that sunlight toward your PV panels (which have to still be angled toward the sun, not the hills), you're not going to get that much more energy from the snow.

Certainly not enough to make up for the fact that the sun during wintertime is coming in at a significant angle, especially when you're far enough away from the equator.
