That's the same as sunshine is the best disinfectant.

If our elections since 1948 have been a problem, then put on a a CD-ROM or Internet file so everyone can see every vote, primary, early, and on Election Day. That could clean it up in 3 years, by 2027. I don't expect it by 2024.
